In Support of the Defense Community Infrastructure Pilot Program

Adopted at the 87th Annual Meeting in 2019

  • WHEREAS, it is well documented that roads and other infrastructure, supporting military bases, continue to deteriorate and many local governments face significant issues with flooding and other natural disasters around the bases; and

    WHEREAS, Section 2861 of the National Defense Authorization Act for 2019 authorized the Defense Community Infrastructure Pilot; and

    WHEREAS, this pilot will provide critical funding for off-base but adjacent community infrastructure projects for transportation, schools, hospitals, police, fire, emergency response, water, wastewater, telecommunications, and electric, gas, or other utility infrastructure that are owned by a state or local government; and

    WHEREAS, community infrastructure deficiencies directly impact military readiness; and

    WHEREAS, federal funding to address these deficiencies will enhance military value, resiliency, and military qualify of life at our nation's military installations; and

    WHEREAS, quality of life for military families is a priority for the state and local communities that have the privilege of hosting military installations and should also be a priority for the federal government,

    NOW THEREFORE BE IT RESOLVED, that The United States Conference of Mayors urges Congress to provide the authorized level of funding for the Defense Community Infrastructure Pilot Program in the FY 2020 Department of Defense appropriations bill.
