The Mayor’s P3 Framework: A Guide for Public Professionals

Core Principles:

  1. Public First: Community benefit, transparency, and equitable access are non-negotiable.
  2. Value for Money: Assess whole-life costs and transfer risk to who manages it best.
  3. Sustainable Outcomes: Deliver long-term resilience, social value, and innovation.

Implementation Roadmap:

  1. Identify & Screen: Select suitable projects (large-scale, long-term operational need).
  2. Build the Business Case: Define public outcomes, not private methods.
  3. Procure & Select Partner: Run a transparent process; evaluate on value, not just cost.
  4. Manage for Performance: Assign a dedicated team to monitor KPIs and nurture the partnership.

Common Applications: Transportation, water systems, affordable housing, broadband, and recreation facilities.

Risk Mitigation: Secure political buy-in, ensure long-term affordability, maintain transparent communication, and include clear contract clauses for oversight and remediation.

The Mayor’s Role: Champion the vision, ensure alignment with city goals, build supportive coalitions, and demand excellence to enhance public trust.

Successful P3s are the marriage of the public and private sectors to efficiently build stronger, more resilient communities that will long serve public purpose.

Michael Bloomberg: “In my lifetime, there has never been a better time for public-private partnerships… [They] are at the heart of our efforts to improve public health and safety… and so much more.”
