Due to the continuing COVID-19 pandemic and the recent increase of cases due to the Delta variant, the 89th Annual Meeting is no longer taking place in person in Austin, Texas. The meeting will now be exclusively virtual.

The ten policy standing committees will hold virtual Zoom meetings during the week of August 23. The purpose of these meetings will be to consider proposed resolutions and discuss any other matter that the Chair wishes to add to the agenda. As would be the case during an Annual Meeting, each standing committee meeting will be open to all mayors, platinum partners, business council members, and the media to view – but only Member Mayors of each standing committee will be allowed to vote on proposed resolutions. The consideration of resolutions must be the first order of business, and there will be a parliamentarian present during each meeting.

Co-Sponsoring a Resolution

Member mayors may add their name as a co-sponsor to any proposed resolution via our USCM Community website or Mobile App until Monday, August 30 at noon ET. Member mayors will need to search resolutions by keyword in order to locate the resolution and add their name. Introducing a New Resolution

If you plan on introducing a new resolution that was not submitted before the August 2 deadline:

  1. You will need to secure the sponsorship of a member of the standing committee of appropriate jurisdiction in order to have that resolution considered.
  2. You will need to email a Microsoft Word document version (.docx) of the resolution to the lead USCM staff for the appropriate standing committee no later than 10:00am ET on the day of the committee meeting so the resolution is ready to share with the committee members.
  3. Consideration will require a two-thirds vote of the standing committee before the resolution can be debated.

Registering a “No” Vote

The Executive Committee adopted a rule in 2016 that allows mayors to record a “No” vote on a specific resolution that is adopted in either a committee meeting or the business session during the Annual Meeting. This rule does not change the voting results on a resolution. To access the option to register a “No” vote, you or your staff will need to download the App and register for a verified USCM account.

Registering a “No” Vote During Standing Committees

To register a “No” vote on a resolution that passes in a standing committee, go to the “Resolutions” section of the 89th Annual Meeting of the app and tap the resolution on which you wish to vote “No.” A vote button will be visible on the screen. Mayors, their staff, or their city representatives have until noon ET on Monday, August 30 to register a “No” vote. This option is only available to members of the standing committee in which the resolution passes.

Registering a “No” Vote During Executive Committee (Business Session)

To register a “No” vote on a resolution that passes in the Executive Committee, go to the “Resolutions” section in the 89th Annual Meeting of the app and tap the resolution on which you wish to vote “No.” A vote button will appear on the screen. Mayors, their staff, or their city representative will have until 5:00pm ET on Wednesday, September 1 to register a “No” vote.
