In Support of the State Cyber Security Act (H.R. 2130/S.1065)

Adopted at the 87th Annual Meeting in 2019

  • WHEREAS, the U.S. federal government identifies cyber threats as a primary danger and directs billions of dollars to addressing the challenge of protecting our shared networks, devices, infrastructure, consumers, and citizens from these risks; and

    WHEREAS, the National Institute of Standards and Technology (NIST) deems cybersecurity standards and best practices that address interoperability, usability, and privacy as essential elements of our national security; and

    WHEREAS, NIST has published guidance on this topic and recommended continuous monitoring of information systems and organizations, including the implementation of long-term monitoring strategies; and

    WHEREAS, cyber resiliency may include many specific tools and approaches, such as the utilization of fusion centers or hubs where threat-related information is shared between various units of government and private sector partners; and

    WHEREAS, all levels of government play a critical role in crafting and implementing cybersecurity strategies and there is a need to provide federal resources and technical assistance to units of local governments supporting the execution of such strategies; and

    WHEREAS, the State Cyber Resiliency Act (H.R. 2130/S.1065), if it were to become law, would provide grants to State and local governments to support the development and implementation of cyber resiliency plans to address threats and vulnerabilities,

    NOW, THEREFORE, BE IT RESOLVED, the U.S. Conference of Mayors urges Congress to pass the State Cyber Resiliency Act; and

    BE IT FURTHER RESOLVED, the U.S. Conference of Mayors urges the Administration to support this legislation and provide critical resources necessary to enhance our nation's critical cybersecurity infrastructure at the local level.
