President Biden’s American Rescue Plan is working its way through Congress and the plan includes $350 billion in direct state and local financial assistance, which is badly needed by cities whose budgets have been strained by the COVID-19 pandemic. The plan also includes a critical extension of unemployment insurance, relief for student loans, and support for vaccine distribution.
