In Support of Banning the Manufacture, Sale, and Possession of All 3D Printed "Ghost Guns" and Parts

WHEREAS, untraceable 3D printed "ghost guns" pose an imminent threat because they are readily available to individuals who are prohibited from purchasing or possessing a commercially-manufactured firearm and because untraceable "ghost gun" trafficking occurs outside the scope of existing background checks, mandated serial numbering, waiting periods, manufacturing quality control, and other established means of federal, state, and local firearm regulation; and
WHEREAS, 3D printed "ghost guns" can be assembled outside of licensed gun manufacturing systems from parts printed and shipped separately, and unfinished gun frames and receivers are currently not treated the same as fully completed firearms; and
WHEREAS, 3D printed "ghost guns" are assembled from non-metal components that render some traditional security measures, such as magnetometers, ineffective; and
WHEREAS, 3D printed "ghost guns" are becoming more prevalent nationwide and are involved in and account for an increasing number of violent crimes; and
WHEREAS, there is an immediate need to prohibit the manufacture, sale, assembly, and possession of untraceable or undetectable firearms in the United States in order to decrease gun violence and protect lives,
NOW, THEREFORE, BE IT RESOLVED, that The United States Conference of Mayors urges the United States Congress to pass, and the President to sign, critical public safety legislation to:
- Make it unlawful for any person to manufacture, transfer, sell, trade, give, transport, or deliver any unfinished firearm frame or receiver to any person (other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector) unless the unfinished frame or receiver is serialized in accordance with federal requirements for the serialization of firearms, the recipient passes a background check consistent with the federal requirements for a licensed dealer's transfer of a firearm, and the seller or transferor of the unfinished frame or receiver creates and retains records consistent with the federal record-keeping requirements for licensed firearm dealers related to the disposition of firearms; and
- Prohibit the possession, without a federal firearms license, of a finished or unfinished firearm frame or receiver that has not been serialized.
