Complete Street Design

Adopted at the 84th Annual Meeting in 2016



  • WHEREAS, the nation's mayors for some time have advocated for"complete streets" policies which call for the design and operation of highway and street networks to enable safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities; and



    WHEREAS, the nation's mayors applaud Administration officials as well as those in Congress for their ongoing efforts to promote complete streets as an integral part of the federal transportation policy framework guiding the investment of federal surface transportation funds; and



    WHEREAS, the mayors also support provisions of the FAST Act that direct U.S. DOT to take additional actions to advance"complete streets" at the federal, state and local level; and



    WHEREAS, cities throughout the U.S. continue to work to legislate and implement complete streets policies; and



    WHEREAS, complete streets can bolster economic growth and stability, improve safety by reducing crashes through safety improvements, encourage more walking and bicycling, and



    WHEREAS, cities are finding challenges in implementation and overcoming cultural barriers and not passing the complete streets policy; and



    WHEREAS, states should be encouraged to implement practical and complete street design into their planning and design processes,

    NOW, THEREFORE BE IT RESOLVED, that the United States Conference of Mayors calls on U.S. DOT to accelerate and expand its technical assistance to local governments, metropolitan planning organizations (MPO) and state to support the adoption and implementation of complete street policies.
