Software Solutions for Compliance of Local Laws and Taxes for Vacation Rentals

Adopted at the 89th Annual Meeting in 2021

  • WHEREAS, cities continue to struggle with compliance of local rules and obligated taxes for short-term rentals, or vacation rentals; and

    WHEREAS, compliance for this constantly evolving industry is a challenge for many reasons, including lack of short-term rental, or vacation rental, operator awareness of unique local rules; and

    WHEREAS, the short-term rental, or vacation rental, the industry witnessed continued growth during the pandemic; and

    WHEREAS, cities are challenged to achieve compliance due to the constant changing nature of travel trends and the evolving platforms and management concepts of the industry; and

    WHEREAS, model cities like Albuquerque, New Mexico have created successful compliance initiatives through software solutions; and

    WHEREAS, model cities like Albuquerque, New Mexico achieve the highest compliance levels through initiatives that include, but are not limited to:
    ·     Identifying Short-Term Rental Locations and
    Communicating with Operators;
    ·     Registration, Licensing and Revenue;
    ·     Awareness, Communication and Complication; Processes;
    ·     Complaints and Assumptive Decisions;
    ·     Short-Term Rental Detection and Compliance Monitoring;
    ·     Registration and Licensing;
    ·     Tax Collection; and
    ·     A Dedicated Hotline.

    WHEREAS. local governments in the United States utilizing the model successful short-term rental, or vacation rental, compliance software initiatives include Dallas Texas, Fort Collins Colorado, Hawaii County Hawaii, Corpus Christi Texas and Irving Texas; and

    WHEREAS, cities can find effective process solutions by creating and maintaining an advertisement listing and property database, property data, owner and property manager contact information, cross-checking they all have requirements of compliance, and offering an online property owner and property manager portal to allow the renewal of license for all short-term rentals; and

    WHEREAS, cities can find effective compliance with local laws through registration programs, tax collection, 24/7 hotline, identifying short-term rental locations, communicating with operators, awareness, communication and complication processes, and a clear path to catalog neighborhood nuisance concerns,

    NOW, THEREFORE, BE IT RESOLVED. that The United States Conference of Mayor supports model cities like Albuquerque, New Mexico that address local short-term rental, or vacation rental, compliance of local laws through successful compliance software initiatives.
