Congress is currently in recess for the Memorial Day Holiday. The Senate will reconvene on Monday, June 1st and the House will reconvene on Tuesday, June 2nd.

Budget Update

Congress is slated to return on Monday, June 1 to resume action on its FY 2010 appropriation hearings and other issues for the summer session. Healthcare reform and energy are the key topics set for debate when Congress reconvenes.

Secretary of Labor Hilda Solis Supports Green Jobs Training and Discusses Available ARRA Funding

Secretary of Labor Hilda Solis and Housing and Urban Development Secretary Shaun Donovan sent a letter on Tuesday, May 26, urging Workforce Investment Boards and public housing agencies to expand green jobs training and outreach to HUD housing residents. Secretary Solis also announced that Department of Labor will be accepting grant proposals next month for the $500 million provided by the stimulus supporting job training for careers in the renewable energy and energy efficiency sectors, $50 million of which will go to communities affected by the restructuring of the auto industries. United States Vice President Joe Biden also expressed his support for green jobs to the White House Council on Environmental Quality, asking about green economic proposals that build on stimulus efforts.

Appropriations Letters Update

Below are letters to House and Senate Appropriators requesting a significant increase in WIA funding for fiscal year 2010, a sample Appropriations letter, and an Appropriations justification chart.

Please ask your mayors and WIB Chairs to draft letters supporting this increase in WIA funding.

To date, we have only received responses from the following cities who have either secured letters or are in the process:

WIA Reauthorization Hearing Scheduled for House Higher Education Lifelong Learning and Competitiveness Subcommittee

The Higher Education, Lifelong Learning, and Competitiveness Subcommittee of the House Education and Labor Committee is holding another in its series of field hearings on reauthorization of the Workforce Investment Act entitled “New Innovations and Best Practices Under the Workforce Investment Act” on May 29 in Henderson, Nevada.

National Association of Workforce Boards Announces New CEO Ron Painter

Ron Painter will become the new Chief Executive Officer of the National Association of Workforce Boards (NAWB) on July 1, 2009. He is the founding executive and the current CEO of the Three Rivers Workforce Investment Board, Inc., of Pittsburgh, PA. The non-profit was originally established to provide expertise and staffing to the Three Rivers Workforce Investment Board, and has since grown to a $4 million corporation that reports to a board with over 50 members. The corporation now offers workforce development consulting services to private employers, education entities, municipalities and local training boards in Ontario, Canada. Mr. Painter worked to establish the Regional Internship Center/SWPA, which connects students and employers and has overseen a number of industry grants creating a forum providing industry input concerning workforce development needs in the private sector. The forum has helped establish the corporation’s reputation for exceptional labor market research and develop a workforce board model providing consistent support from the philanthropic and corporate communities.

Recovery Act: GAO's Efforts to Work with the Accountability Community to Help Ensure Effective and Efficient Oversight

This testimony discusses GAO's efforts to coordinate with the accountability community--the Recovery Accountability and Transparency Board (the Board), the Inspectors General (IGs), and state and local government auditors--to help ensure effective and efficient oversight of American Recovery and Reinvestment Act (Recovery Act) funds. The Recovery Act assigns GAO a range of responsibilities including bimonthly reviews of the use of funds by selected states and localities. Because funding streams will flow from federal agencies to the states and localities, it is important for us to coordinate with the accountability community.

Promoting Economic Mobility by Increasing Postsecondary Education

Data covering the last four decades show that adults who have degrees from two-year or four-year colleges have far higher family incomes than do adults who have only a high school degree or are high school dropouts. Further, income has grown steadily over time for those with college degrees while remaining stagnant or declining for those with a high school education or less. Previous Economic Mobility Project findings showed that adult children from poor and low-income families who earn a college degree are much more likely to move up the income ladder past peers in their own generation than are those without a degree.
