Hartford (CT) voters passed a ballot measure returning power to the mayor by more than a 3-to-1 margin. The measure gives the mayor all the political powers that the state's other big city mayors have exercised for decades, including the authority to hire and fire department heads. "We will have a results-oriented government," said Mayor Eddie Perez on election night.
