In Memoriam: Former Portsmouth Mayor James W. Holley, III

James Holley III, former mayor of Portsmouth (VA) died October 5. Holley served on The Conference of Mayors Advisory Board from 2005-2010 and was a co-chair of the Cities United for Science Progress (CUSP) Task Force. Holley, a Portsmouth native, served five terms as mayor. He was 85.
