Operation Change Out

In July, Colorado Springs Mayor Lionel Rivera helped launched a program like no other. Operation Change Out offers CFL discounts to troops through local military base and post exchanges (Army & Air Force Exchange Services, or AAFES). It is the first program of its kind and will set an example for posts and bases throughout the country.
The program originally kicked off in 2008 when Colorado Springs Utilities, an enterprise of the city, first began providing instant CFL discounts at local home improvement and hardware retailers.
“I’m happy we are able to partner to bring savings to our troops and their families,” said Rivera. “The CFL discounts offered at Colorado Springs Base and Post Exchanges will help people manage their pocketbooks, use less energy and help protect the environment. It’s a win-win-win.”
