Resolution #40: Support Permanent Normal Trade Relations with China calls for ratification of the U.S.-China WTO Agreement, also known as Permanent Normal Trade Relations (PNTR) and urges Congress swift passage.

Resolution #41: Resolution on Cities 2000 instructs and charges the executive director to proceed with the formulation and signing of an international formal alliance between associations of Mayors of other nations and the U.S. Conference of Mayors for the purpose of forming the International Conference of Mayors.

Resolution #42: Memorandum of Cooperation with the China Association of Mayors urges 1) the pursuit of beneficial information exchanges with the China Association of Mayors as part of the Cities 2000 initiative; and 2) the entering into a Memorandum of Cooperation with the China Association of Mayors and sustain an information exchange dialogue whereby each association will endeavor to share "Best Practices" that have been demonstrated to improve the urban condition.

Resolution #43: Promoting Cooperation in the Middle East calls for the Conference of Mayors to: 1) recognize the value and the opportunity to strengthen peace, cooperation and confidence between and among the people and communities of the Untied States, Israel, and the Palestinian Authority; 2) promote and encourage the pursuit of tri-partite collaborations involving sister-city and other cooperative relationships between municipalities of the United States, Israel and the Palestinian National Authority; 3) initiate discussions with the Union of Local Authorities in Israel and the Association of Palestinian Local Authorities in pursuit of the above stated goals and objectives; 4) seek support and cooperation of the American Jewish Congress in this endeavor; and 5) seek support from the United States government, private foundations and other sources to facilitate and fund the establishment of cooperative tri-partite relationships between and among municipalities, non-governmental organizations, and citizens of the United States, Israel and the Palestinian National Authority.

Resolution #44: Sharing of Best Practices Internationally calls for the Conference of Mayors to: 1) strongly encourage more international exchanges between cities throughout the world; and 2) commend the numerous organizations involved in international program exchanges and encourage them to facilitate more such exchanges so that cities across the world can share innovative ideas and practices with each other.

Resolution # 33: AIDS in Africa and Around the World 1) supports the legislation known as H.R. 4140 and urges its swift passage by the U.S. Congress and swift appropriation of U.S. funds to put the program in place and notifies all members of the House and Senate via this resolution of its strong support; and 2) urges that member mayors of the U.S. Conference of Mayors agree to participate to the fullest extent possible in the city-to-city exchange programs that result from implementation of this legislation‹
