Resolution #93: Responding Effectively and Immediately to the Human Rights Tragedy in Sudan urges the U.S. Congress and the Bush Administration, collaborating with the U.N., African Union, European Union, and NATO, to initiate steps toward creation of a NATO-enforced no-fly zone over Darfur; ensure that the U.S. and its allies pay their fair share of expenses for peacekeeping in the region; pass federal legislation ensuring legality of state and city legislation which divests state and city pension funds and similarly administrated fiduciaries of holdings of companies doing harmful business with the government of Sudan; cooperate with the International Criminal Court’s prosecution of those who have contributed to the genocide; and compel the Sudanese government to allow free movement of human rights and humanitarian workers, cease supplying Janjaweed militias with arms, and agree to deployment of the UN mission as authorized in U.N. Security Council Resolution 1706.

Resolution #94: Calling on All Nations and All World Powers to Prohibit the Use of Any Weapon of Mass Destruction against Cities and Other Civilian Targets and Encourages Them to Embrace the Concept of Peace states that the U.S. Conference of Mayors supports elimination of nuclear, biological, and chemical warfare throughout the world; opposes nuclear, biological and chemical warfare; and will remain engaged in this matter until all cities and citizens of the world are no longer under the threat of nuclear, biological, and chemical devastation.

Resolution #1: Increasing International Travel to the United States Through Visa Reforms, Entry Improvements and Promotion urges the implementation of common-sense visa policy reforms, to improve America’s welcome at U.S. ports-of-entry, and to initiate a promotion campaign to increase international travel to the United States.

Resolution #2: Implementation of the Western Hemisphere Travel Initiative urges the Departments of State and Homeland Security to executive a coordinated public-private outreach campaign to travelers before implementing the program at land and sea ports-of-entry.

Resolution #3: Urging the Bush Administration to Enter Into a Bilateral Agreement to Expand Leisure Group Travel From China to the United States encourages the streamlining of the visa application process to allow for greater Chinese group leisure travelers to the United States.
