Resolution #51: Endorsing the U.S. Mayors Climate Protection Agreement urges mayors from around the nation to join the U. S. Mayors Climate Protection Agreement and encourages the federal government to assist local governments in sharing best practices with respect to local climate protection programs.

Resolution #52: Distributed Generation and Decentralized Energy Creation/Distribution recognizes distributed generation as a viable means of providing reliable energy, supports the use of distributed generation in supplying the citizens of cities with resilient and affordable energy, urges cities to evaluate existing infrastructure and power supply chains, and recognizes that energy generation and distribution must change with the evolving power needs of the increasingly technology-based nature of the country's economic development.

Resolution #53: Federal Funding for Fixed Critical Energy Infrastructure Protection calls upon Congress to pass energy legislation federal funding outlet with maximum flexibility to aid cities in providing greater security for fixed energy resources such as hardening of fuel lines, barricades for energy supply stations, critical bridges and emergency back-up generators.

Resolution #54: Comprehensive Solid Waste Disposal Management supports federal legislation that promotes source reduction, recycling, and development of waste'to-energy and landfill gas recovery and that provides production and investment credits for local entities and production tax credits for all forms of waste'to-energy technology and landfill gas recovery projects; and urges the U. S. Department of Energy to reestablish a Solid Waste Program that supports existing operating waste'to-energy and landfill gas recovery facilities, promotes the development of such facilities, and researches new methods for generation of energy from waste.

Resolution #16: Increased Funding for the Low Income Home Energy Assistance Program (LIHEAP) supports an increase in LIHEAP authorization and urges Congress to increase the appropriations of the LIHEAP program to at least $3.4 billion in the FY 2006 budget.

Resolution #55: Supporting Local Energy Efficiency, Energy Conservation, Renewable Energy and Green Building Programs calls upon Congress to recognize the economic importance to the nation's communities of federal programs that encourage and support energy efficiency, energy conservation, renewable energy, and "green building" programs at the local level; and urges Congress to ensure that any final energy legislation includes strong federal support and federal funding to energy efficiency, energy conservation, renewable energy, and "green building" programs at the local level.
