Resolution #60: Responding Effectively and Immediately to the Human Rights Tragedy in Sudan urges Congress and the Administration for the third consecutive year, in collaboration with the United Nations and NATO, to a) create a NATO-enforced no-fly zone over Darfur; b) allow the free movement of human rights investigators and humanitarian workers in the region; c) cease supplying the allied Janjaweed militias with arms; and d) agree to a U.N. mission of at least 10,000 international peacekeepers to stop the violence and attend to the needs of those impacted by the violence in Darfur.

Resolution #61: Opposing the Construction of Reinforced Fencing from 15 miles North of Laredo to Brownsville, Texas, on the Gulf Coast, and long the Rio Grande River between the United States and Mexico a) opposes the part of H.R. 4437 authorizing the construction of security fencing in the areas noted in the resolution’s title; b) requests the Senate to reconsider the proposed fence in terms of potential misunderstandings it will create between the U.S. and Mexico; c) expresses support for the federal government’s efforts to enforce immigration laws, including apprehension of those who may enter illegally and who may traffic in illegal entrants and contraband; and d) directs Conference staff to send certified copies of the resolution to the relevant Senators and to the Secretary of the Department of Homeland Security.

Resolution #62: Calling on Russia and China to Declare Explicitly that U.S. Cities Are No Longer Targets for Nuclear Attack a) urges seeking assurances from the governments of Russia and China to explicitly rule out U.S. cities as targets of nuclear attack; 2) calls upon the U.S. government to provide corresponding assurances to Russian and Chinese cities; c) opposes the initiation of nuclear warfare under any circumstances and whatever the target; and d) resolves that the U.S. Conference of Mayors shall remain engaged in this matter until our cities are no longer under the threat of nuclear devastation.

Resolution #9: Facilitating Cross-Border Travel Within the Western Hemisphere urges Congress and the Administration to extend the deadline for implementation of the Western Hemisphere Travel Initiative and seek bilateral solutions that enhance the border security and ensure the continued free-flow of travelers and trade with Western Hemisphere countries.
