A number of cities have called the Conference of Mayors concerned about the delay in their Community Development Block Grant (CDBG) allocations. At least two reasons account for the delay. One, the FY2003 appropriations were completed very late and this pushed the allocations back. HUD must also arrange the release or notification of the CDBG allocation with the city's congressional representatives. All of this, of course, takes time and has delayed the process. Cities should start to receive their allocations soon.
