NEMO Program, Non-point Education for Municipal Officials, was created in 1991 at the University of Connecticut and is funded through grants from National Oceanic and Atmospheric Administration and other federal agencies. The program provides local governments with information and techniques on how to better manage land use to reduce or eliminate environmental impacts. It has developed into a national network with 27 member programs in 26 states and territories, according to Chester Arnold, Associate Director of Center for Land Use Education and Research at the University of Connecticut. It uses remote sensing, geographic information systems, and Internet technologies as tools to develop more effective and accessible educational programs for local land-use decision makers.
