Water Safety and Security Critical to Safe Cities

In Washington DC April 18th, Patrick Cairo, Vice President, Strategic Issues, United Water, an Ondeo Services Company and sponsor of the International Summit on Terrorism and Travel /Tourism, discussed water security issues with participating mayors, from around the world, stressing the importance of water security as a vital community service.
Recognizing that any water safety issue anywhere in the world could undermine the perception of safe water, he said that "in addition to the actual security risk to water is the very real fear that the safety of water will be undermined in the public's eye".
Highlighting the need for industry best practices, Cairo discussed United Water's response to September 11th, which included rigorous review of worldwide plans for water security and a heightened post 9/11 strategy and approach to security. Local terrorism and prevention plans were also reviewed and guidlines enhanced at all United Water's operating locations including operations in Europe, Asia, South America, and the Asia Pacific region.
Enhanced guidance for United Water's Terrorism Prevention Plans included the following: establish close links with Emergency Preparedness Agencies; secure all water facilites; inspect all deliveries at facilities; maintain residual chlorine level at .0.3 to 0.5 ppm and watch for sudden changes (biotoxins concerns); increase monitoring program; prepare communication plan to notify customers and internal personnel.
Cairo pointed out that in United Water's experience, every DW system is unique and small systems require as much care as big ones. Mid and long term action plans need to be developed which include computerized network analysis and simulations, evolution of disinfectant concentrations, and simulations of emergency actions. He also discussed contaminates of concern, and equipment recommendations such as online chlorine sensors and back flow prevention devices.
In closing, Cairo emphasized it is also critical to address communication issues stating that "when there is a serious water safety concern it is important that the message be clear, the information be managed, and that there is a credible response to the public." He stressed that "continuous communication with the media is important and key to maintaining public confidence during an emergency situation."
