House (H.R. 1)

March 19, 2007


  • Guarantees each state 0.25 percent of funding – or 0.45 percent for border states – with the remainder allocated on risk. No funding levels authorized.

  • Does not address bus or rail security. However, the House Homeland Security Transportation Security and Infrastructure Protection Subcommittee approved a bill (H.R. 1401) March 1 that would authorize more than $5.1 billion over four years for rail and mass transit security.

  • Requires 100 percent scanning of all cargo-shipping containers at foreign ports within five years.

  • Mandates the inspection of all cargo on passenger planes, phased in over three years. Would require the TSA to spend more on explosive screening in aviation.

  • Establishes the Improve Communications for Emergency Response Grant Program to make grants to carry out initiatives to improve interoperable communications.

    Senate (S. 4)

  • Guarantees each state 0.45 percent of funding for block grants, 0.75 percent for emergency management program. Authorizes $3.1 billion for three years.

  • Authorizes $4 billion for rail and mass transit security. The Federal Transit Administration, with the Department of Homeland Security, will conduct security assessments to establishing improvements for each transit system. Public transportation agencies will be awarded grants for security measures such as tunnel protection systems, perimeter protection systems, fire protection equipment, closed circuit television monitoring systems, and security training for transit employees. Grants will be provided to public and private entities to conduct research into technology or methods of deterring and mitigating the effects of terrorist attacks.

  • Would not require scanning for all U.S.-bound cargo containers at foreign ports.

  • Requires the screening of all cargo on passenger planes but not inspection of each individual container, within three years. Provides more funding for airports to buy and install “in-line” scanners to detect explosives in checked luggage.

  • Establishes a new grant program within FEMA providing $3.3 billion over five years for public safety radios and other interoperable communication systems.
