Atlanta Mayor Shirley Franklin, in partnership with the Carl Vinson Institute at the University of Georgia, has initiated a Citizen Satisfaction Survey. The city plans to create a citizen satisfaction index against which the performance of city services can be measured. Quarterly surveys will generate citizen satisfaction ratings across all key services. The city's goal is to drive an "outcomes orientation" into the city's management culture and to provide the mayor with a reliable channel that captures the shifting priorities and attitudes of citizens that can be used to drive service delivery decisions and business strategy.

New York City Mayor Michael Bloomberg released a report card February 25 reviewing his performance during his first 13 months in office. The report card details each of Mayor Bloomberg's 360 campaign promises, and what action has been taken on each of them. According to the mayor, more than 65 percent of his promises have either been fulfilled or launched, with another 13.5 percent to be undertaken later this year. Mayor Bloomberg said, "80 percent is a very good start." The mayor's self-reflection was widely praised. The New York Observer called his actions "a terrific exercise in public accountability."
