The Federal Emergency Management Agency (FEMA) has published a guide entitled "Are You Ready? A Guide to Citizen Preparedness" which brings together facts on disaster survival techniques, disaster'specific information, and how to prepare for and respond to both natural and man-made disasters.

FEMA says, "As the most comprehensive guide to personal emergency preparedness published by the FEMA, Are You Ready? will help individuals prepare themselves and their families for disasters." The guide was revised in September of 2002, and can be accessed through usmayors.org or at Within this guide, there is a specific section entitled National Security Emergencies which addresses acts of terrorism.
