ARRANGEMENT Severn Trent provides a
full-service contract for this 8-mgd, two-stage activated sludge wastewater
treatment plant. The wastewater processes include raw wastewater pumping,
primary settling, and carbonaceous activated sludge. The plant treats 4-mgd, but
has a capacity to treat 8-mgd. The City remains responsible for metering,
billing, and collections. Approximately 40 percent of the flow to
the wastewater treatment plant are generated by local industry. Severn Trent has
played an instrumental role in assisting the City to implement improvements to
the City's Industrial Pretreatment Program. If compliance is not met, Severn
Trent is responsible for the fines. Negotiations have just been completed for
the installation of a Biological Nutrient Removal (BNR) system. The new contract
has a provision to extend the existing operations and maintenance contract for
an additional 22 years.
ESTIMATED/ACTUAL COST
SAVINGS Capital Upgrades, Consumer Rates, and
Fees Severn Trent invested over $3 million in
capital improvements, including modern sludge handling equipment, stand-by power
generators, and plant automation systems. The construction of a dedicated
building for the installation of a new belt press and the innovative approach of
using ferrous chloride to precipitate hydrogen sulfide helped to significantly
reduce sludge disposal costs and control the odor problem that had historically
plagued nearby residents. The value of the plant is estimated at
$200 million, while the value of the agreement is valued at $50 million. There are no concession fees paid by Severn Trent to the City.

RELATIONS
Severn Trent employs 10 workers, who were employed
by the previous operator of the plant. Some employees were originally municipal
employees. The current employees are not unionized. |
