ENERGY AND ENVIRONMENT
SUPPORT OF BIPARTISAN LEGISLATION ON
BROWNFIELDS AND SUPERFUND REFORM
WHEREAS, The U.S. Conference of Mayors has consistently sought bipartisan action on
brownfields and Superfund reform legislation over the past several years; and
WHEREAS, the Conference is again seeking bipartisan legislative action in the
106th Congress on the many issues before cities in assessing, cleaning up and
redeveloping brownfields as well as those responding to other burdens placed upon cities
under CERCLA, commonly called the "Superfund" law; and
WHEREAS, the Conference has previously adopted extensive policy statements
providing specific recommendations on legislative actions which are needed to help
communities in meeting the challenges posed by brownfields and in reforming the
"Superfund" law; and
WHEREAS, the Leadership of the Conference of Mayors has strongly endorsed
bipartisan legislation, the "Recycle Americas Land Act" (H.R. 1300), which
has been developed by Representative Sherwood Boehlert and a bipartisan group of House
Members; and
WHEREAS, this legislation provides an effective framework for advancing
legislation to address the Conferences recommendations on brownfields and selected
Superfund reforms, many of which are embodied in this legislation; and
WHEREAS, the Leadership of the Conference of Mayors has written to the
President, urging him to engage with Representative Boehlert and Senators John Chafee and
Max Baucus and others to craft a bipartisan legislative agreement on brownfields and
selected Superfund reforms; and
WHEREAS, legislation, such as H.R. 1300, provides the best opportunity to move
forward with bipartisan legislation in this Congress; and
WHEREAS, the Conference believes the time has come for Congress and the
Administration to take action on bipartisan legislation this year to give communities more
tools and resources in moving brownfields in to productive uses; and
WHEREAS, broader bipartisan action on these issues is particularly important
given increasing public concerns about urban sprawl and its effects on air and water
quality, loss of open space and farmlands, and the need for renewed commitments to
existing communities,
NOW, THEREFORE, BE IT RESOLVED that The U.S. Conference of Mayors urges both the
President and the Congress to work together and seek bipartisan legislative agreement on
brownfields and selected Superfund reforms, using H.R. 1300 as a framework for such an
agreement; and
BE, IT FURTHER RESOLVED that The U.S. Conference of Mayors urges the
Administration and Congress to work together to resolve these issues expeditiously so that
final legislation can be enacted in the First Session of the 106th Congress.
