INTERNATIONAL AFFAIRS
SUPPORTING IMPROVED U.S. POLICY TOWARD AFRICA
WHEREAS, many of the nations of Sub-Saharan Africa are making great strides toward
democratization and economic self-sufficiency; and
WHEREAS, many of these nations have benefitted from the humanitarian aid and
loans they have received from the United States over the past several decades; and
WHEREAS, many of these nations have accumulated high debt balances as a result
of the loans they have accepted and are paying high percentages of their annual gross
national product for debt service; and
WHEREAS, The United States Conference of Mayors has repeatedly called on the
United States Congress and the Administration to redouble efforts to change United States
policy toward Africa,
NOW, THEREFORE, BE IT RESOLVED that The United States Conference of Mayors
reaffirms its support for changes in U.S. policy toward Africa with emphasis on debt
reduction, increased trade and better cultural relations with the continent of Africa.
