COMMUNITY DEVELOPMENT AND HOUSING
FUNDING FOR EMPOWERMENT ZONES AND
STRATEGIG PLANNING COMMUNITIES
WHEREAS, the Administration has designated 20 Empowerment Zones and 15 Strategic
Planning Communities which were authorized by Congress; and
WHEREAS, the designated communities spent a tremendous amount of time and
resources to develop comprehensive economic revitalization strategies; and
WHEREAS, the initiatives developed by the communities cannot be achieved without
federal funding; and
WHEREAS, the Administrations FY200 budget recommends that the Empowerment
Zones be funded at the level of $1.7 billion over 10 years; and
WHEREAS, existing programs face potentially severe cutbacks given the budget
caps, and that new initiatives such as the Empowerment Zones may fall off the table before
discussions even begin,
NOW, THEREFORE, BE IT RESOLVED that The U.S. Conference of Mayors urges the
Administration to fight aggressively for sufficient funding for the 20 new Empowerment
Zones and 15 Strategic Planning Communities; and
BE IT FURTHER RESOLVED that The U.S. Conference of Mayors calls on Congress to
fund the 20 new Empowerment Zones and 15 Strategic Planning Communities this year.
