Public Employee Benefits Program

The United States Conference of Mayors has a long and enduring tradition of providing distinguished services to benefit our nation's cities.

The United States Conference of Mayors, through its partnership with Nationwide® Retirement Solutions (NRS), formerly PEBSCO, provides financial solutions for municipal employees to plan for their life events through retirement planning, educational programs, and attractive investment options. Nationwide's commitment to USCM participants includes comprehensive communication and administrative support as well as advanced interactive systems and technology.

Products:

  • 457 Deferred Compensation Plans offer a solution to retirement income needs by providing supplemental income. City employees enjoy tax-deferred growth of their money with no current federal income tax so that their funds can grow and compound faster. This is the core business of Nationwide Retirement Solutions (NRS) which serves over 4,000 city jurisdictions and over 325,000 participants.
  • Deferred Compensation Match Program is similar to a 401(k) plan and provides employees with an incentive to contribute to their 457 plans with the added benefit of matching contributions from the employer. These plans, 401(a), also offer cities a flexible, inexpensive, and innovative alternative to a defined benefit plan.
  • 401(a) Defined Contribution Plans permit contributions from employers, sometimes employees, or both. These plans allow employers the predictability of costs and a less expensive alternative to many traditional pension programs.
  • Post Employment Health Plans (PEHP) offer a unique and innovative solution for public employees' health care by providing a financial incentive for employers to pre-fund their employees' post-employment medical insurance premiums and future health care expenses that may reduce unfunded liabilities of the city.
  • 403(b) Defined Contribution Plans allow educators, health care professionals, and employees of a tax-exempt or qualifying nonprofit organization a way to accumulate money for retirement in a 403(b) annuity.

Services:
Services are customer-focused and technology based offering easier access, easier administration, and more education than ever before. Employees get personal service from fully qualified NRS representatives from enrollment through retirement. Employers also receive personal service.

  • City employees can enroll, view account balances, choose and modify investment allocations, conduct name and/or address changes, receive education and request more information online at www.nrsretire.com. Employers may also access the site to view information and generate reports specific to their plan.
  • City employees also can manage accounts by phone at 1-877-NRS-FORU (1-877-677-3678). For personal service by phone, employees can access the Direct Access team at this same toll-free number. The licensed Retirement Specialists are available during extended business hours Monday through Friday. (A TYY communication system is available for hearing-impaired.)
  • City employers have access to a dedicated employer support staff via phone at 1-877-NRS-FORU to assist with answering questions and achieving employer goals relative to the USCM Deferred Compensation Program. The representatives are available during extended business hours Monday through Friday.
  • City employees and employers receive a quarterly newsletter "FOCUS" which provides important and noteworthy deferred compensation information. In addition, both receive quarterly, easy-to-read statements containing their account or plan balance and transaction activity information.
