Outreach Independence Program
Since 1987, the City of Fairfield has operated the Outreach Independence Program, the
only state-licensed adult day health care program in California run by a public entity. The Program
was created in response to the growing number of families who were unable to furnish constant
care for their elderly loved ones. The City needed a cost-effective day care alternative that would
keep its elderly residents as active and independent as possible.
Each weekday from 9:00 a.m. to 1:30 p.m., the Program provides day care for up to 35 frail
and disabled persons living in the Fairfield area. Program participants are provided door-to-door
transportation, social interaction, chair exercises, sensory stimulation activities, a continental
breakfast, a hot lunch and an afternoon snack - all in a stimulating, caring and nurturing
environment.
Located at the Fairfield Senior Center, the Program is run by the City's Community Services
Department staff. The City allocates CDBG funds to subsidize the fees for the Program's low- and
moderate-income participants.
