Community Development Block Grant Success Stories
North Richland Hills, TX - Mayor Charles Scoma
Mullendore-Dan Echols Project
Located in an older part of town, the Dan Echols Senior Center was once North Richland
Hills' City Hall and is an important part of the City's heritage. Limited parking, however, made it
difficult for seniors to utilize, and so the City proposed to the Birdville Independent School District
that the adjacent Mullendore Elementary School make some of its unused land available for a new
Senior Center parking lot. In exchange, the City used CDBG funding to build the parking lot, a new
playground for the school and a bridge over the creek which separates the two facilities. As a
result, school students have a new playground and the seniors can park conveniently when they
use the center and can sit outdoors and watch the children play.
