HOMEBUILDERS TIDEWATER BUILDERS' ASSOCIATION The
Chesapeake Affordable Homeownership Partnership is a public-private nonprofit
partnership comprised of the Chesapeake Redevelopment and Housing Authority
(CRHA), South Hampton Roads Habitat for Humanity, and the Tidewater Builder’s
Association (TBA). The Partnership serves as an innovative approach to
addressing housing and employment needs of the citizens of Chesapeake. The City
of Chesapeake, through the Community Development Block Grant (CDBG) and HOME
Programs, provides principal funding for this initiative. In
the early 1990s, CHRA and TBA began working together to build affordable homes
on-site in Chesapeake. By 1993, TBA was also constructing three-bedroom, energy
efficient homes off-site at its apprentice training center. CRHA negotiated an
agreement to purchase these off-site homes and transport them to prepared lots
within the city. In
the mid 1990s, CRHA established a partnership with Habitat for Humanity that
involved (CRHA) lot donations for Habitat’s efforts in the construction of
single family homes for first time, low-income homebuyers. In
1996, CRHA broadened both of these partnerships by developing the present
Chesapeake Affordable Homeownership Partnership. This highly successful program
has involved moving eight TBA off-site, pre-built homes to Habitat-built
foundations on CRHA-prepared lots. This unique relationship between CRHA and
TBA also provides job training and employment opportunities for some of
Chesapeake’s public and assisted housing residents. |
