KANKAKEE Intergovernmental Cooperative Agreement on Wastewater System The Kankakee Area Metropolitan Wastewater Treatment Plant was designed to service the four governments of the Village of Aroma Park, the Village of Bourbonnais, the Village of Bradley and the City of Kankakee. By intergovernmental agreement, beginning in 1988, the four governments have resolved an important issue of concern cooperatively by agreeing to the establishment of service areas for each governmental unit served by the Metro plant. This is a major success in intergovernmental cooperation for the Kankakee Metropolitan Area and will allow for continued residential, commercial and industrial growth in an orderly and non-competitive fashion.
