The following is a sample of the questions asked of Mayor Kaine and the responses he provided following his testimony:

Q: What is the position of the U.S. Conference of Mayors on Post Census Local Review?

A: I do not believe the U.S. Conference of Mayors has a position on Post Census Local Review. The Conference obviously supports all measures that are designed to make the census as accurate as possible. To the extent that Post Census Local Review is one technique that can help, I doubt the Conference would oppose it. But, the Conference would not want this particular technique elevated in importance above other methods that would be more successful in reducing the undercount problem experienced by American cities.

Q: Post Census Local Review worked in the 1990 census by adding a significant number of citizens to the Detroit census figures. Detroit Mayor Dennis Archer has spoken in favor of Post Census Local Review based on that city's experience. What is your position on that issue.

A: I heard Mayor Archer speak on the census at the U.S. Conference of Mayors meeting held in Washington in late January. While Mayor Archer did discuss the ways in which Post Census Local Review could be helpful, he made it plain that he supported a whole package of measures designed to improve the accuracy of the census, including statistical sampling. It would not be accurate to say that Mayor Archer supports Post Census Local Review to the exclusion of other methods. He feels passionately about the undercount issue and the need to develop measures that will solve that problem.
